Technically I don't see any laws saying a civilian CAN'T own one but the material needed to make them are highly classified and restricted costing 10's of millions of dollars. Joe Six-pack would never be able to afford one on his minimum wage pay, even a millionaire couldn't. So that strawman becomes a joke in itself.
