  1. It stores an integer then it stores the decimal value in reverse binary (1/2 instead of 2 1/4 instead of 4 etc left to right) and then it stores the place of the decimal point

  2. No, the precision simply isn't there to get the actual 'real' value the same way 0.9999... == 1 we just don't have the mental faculty to instinctually deal with infinite convergences
