  33. Personally I think it's that the UFC probably already had the top Americans already on their roster (or were fighting in other promotions). I feel less intentional and more just talent pool, the good Americans were probably on the roster, the UK was almost completely untapped for talent in the UFC at the time, so there were probably just way better prospects
