This is what google tells me ...figures rosstat from 2020
I would say your data with 54k is wrong
According to a study, an ordinary worker in Russia receives an average salary of 35,000 rubles per month, which currently corresponds to about 406 euros. At the same time, the average wage in advanced industries is three times higher than in lagging ones.
"In the medium term, wage growth will be only slightly above inflation, and in some quarters there may even be a decline in average salaries in the country. At the same time, wage differentials between industrial sectors are unlikely to narrow significantly," the study says.
Currently, the average salary in the best-performing industry (mining) is 65,000 rubles and in the most backward (light industry) 20,500 rubles (about 238 euros). The authors of the study describe agriculture as the worst employment sector in terms of average wages. Average salary means that half of the employees have a salary higher than this level and the other half have a lower salary.
Salaries of more than 100,000 rubles (about 1,160 euros) per month are received by 7.2 percent of Russians. They are mainly employed in one of these six industries: Fishing, Finance, Mining, IT, Professional and Technical Activities, and Scientific Activities.
The study is based on data from Rosstat. The estimate is based on average wages for 12 months from May 1, 2019, to May 1, 2020, taking into account salaries of permanent employees of large and medium-sized enterprises after deducting income tax. Most likely, the crisis caused by the pandemic will noticeably affect the labor market.
According to Rosstat, real wages of civil servants increased by 1 percent to 32,854 rubles in the second quarter of 2020. For citizens working without contracts, wages fell by 4.2 percent. The real disposable income of Russians decreased by eight percent.
