you have a great goal, but to reach the goal, unlike dreaming, needs to go one step at a time, solidly. your space project is far backwards. the basic reason is your low level of industry capability, it cannot change very fast. up to now, your capability into space is very limited, your max payload into space is 4 tons, vs China's 25 tons, that limited your satellite weight, less than 4 tons, limited your man spaceship, less than 4 tons, only 3.7 tons, compare to China's first generation 7.8 tons and next generation 14 tons.
it is not just money, India does not have the technology, the recent launch failed due to India made Cryogenic engine is not working
China's 2 moon rovers are working on the moon, India's moon lander crashed into pieces, China mars rover working on mars, China is going to send another 3 astronauts (1 woman) into China's space station to live in there for 6 months, not long ago 3 Chinese astronauts just returned to earth after stayed there for 3 months, India cannot send a single man into space.
