  3. it is always India speaks for Bhutan, Bhutan is an independent country, not a toy in India's pocket. Bhutan just sent a delegation to China last month to improve bilateral relationship, no need for India.

Like 2017 Doklam incident, China was building a road in Doklam, this place is stationed with PLA, PLA usually patrol by foot, they wanted to build a paved road so they can patrol with vehicles, this area is disputed area btw Bhutan and China, nothing to do with India, but India did not mention to anyone but just directly sent its army into the area to block the PLA. India sent the army on July 16 2017, Bhutan issued a protest in July 29th 2017, obviously under India pressure. after more than 2 months, India withdrawn the army, today PLA is still at Doklam, and build it into a military base. there are some disputed area due to the historical reason, mostly due to the confusion caused by British created British Raj, especially the notorious McMahon Line, China never recognized this line as border, India inherited this illegal line as border, and with it India occupied 90,000 sq km of South Tibet and call it Arunachal Pradesh， Bhutan's defense and foreign all controlled by India, however, recently Bhutan is trying to release itself from this control, just last month, Bhutan sent a delegation to China, to improve the relationship btw the two countries, under India's control, Bhutan cannot establish formal diplomatic relationship with any big countries, such as Bhutan has no diplomatic relationship with US, Russia, China, UK and France.
