They are at the same level, not one above the other. Both the Dalai Lama and the Panchen Lama need to be recognized by the central government of China to be considered legitimate. The Dalai Lama has no authority to do that. As for the 'appointed' young man, he is not in prison in China, so there's no need for him to be 'released.' He graduated from a Chinese university and now has a job, enjoying the life of an ordinary Chinese citizen.
