China PLA has first hand experience for the US, in 1960s, US signed defense treaty with Taiwan, so US navy sent warships to escort TW warships, Mao wanted to test how strong this treaty was, he so ordered PLA navy only attack TW warships, not US ones, once battle started, US warships just run away, they did not care at all TW warships, haha :)) true story.
