words words,and only words, does not mean much,the question is what can you do? call it "Tibet" border (or anything you like) , does matter (but laugh) to us, the fact is nothing you (India or Tibet government in exile) can do about the PLA is right at the India border.

Lobsang Sangay is a very smart guy, he knows someone likes empty meaningless unpractical words and daydreaming, so he just uses them to fool those people just to serve his own purpose
