  1. lower house (congress) is the most useless one, each one only got 2 yrs, just elected then need to prepare for next election, so they passed something sound powerful but useless in reality since they know what they passed does not mean much, they do not have any executive power which lies in the white house, no legal binding either, since that needs senate's approval
