the key problem for ISRO is it has no big space rocket, the max payload for it is about 4-6 tons LEO, so with this, the space module for manned program of India is only 3.7 tons, compare to China's first one of 7.6 tons, and next one of China is 14 tons, since LM 2 F payload LEO is 8.7 tons and LM 5 for next one is 25 tons, so with this capacity, China can send module for space station , which weights of 22.5 tons into space each time, China space station now has 3 modules, which can be expanded in future, India cannot send anything more than 6 tons into space.

China sent a man into space in 2003, now 3 astronauts are working in China's space station, India cannot send a single man into space up to today.
