There is a tradition for India, that is they can always find and report problem, and then, that is it, for them, once they reported it and talked about it, then it is done, no plan, no action will be taken, until next time, they will report new problem, the cycle goes on and on, until a day they cannot report problem any more, since at the time, once again, just like 100 years ago, there is not an independent country in the world called India
