The title Dalai Lama is a combination of Mongolian and Tibetan words:
Dalai (ᠳᠠᠯᠠᠢ in Mongolian) – This means "ocean", symbolizing vast wisdom and compassion.
Lama (བླ་མ་ in Tibetan) – This means "guru" or "spiritual teacher", referring to a high-ranking Buddhist master.
so he is nothing holy, only a title for someone consider with wisdom, like Buddha, who is not a god, but a human with some knowledge.
There were thousands of lamas in old Tibet, why Dalai Lama with the power for control Tibet? the reason is his power was authorized by Chinese emperor at the time, without China central government (before it was the emperor, now it is central government of China) , he was just another lama, Dalai lama was not a general of Tibetan army, he did not conquer Tibet, today is the same, without authorization of China central government, no Dalai Lama will be legitimate in any political sense.
