  4.  @williammyers1505  you unnecessarily put government in the opposite of the people, they are a unity together, it is correct to say people make(create) GDP, however, government provided a stable environment for the people to produce for GDP. Without government in performing all kinds function, ,people will not be able to produce to make up GDP
