The McMahon Line, drawn around 1913, was not even implemented by the British but was only used as a bargaining chip to gain interests in Tibet. The central government of China under the Qing dynasty, as well as the Republic of China (ROC) and the People's Republic of China (PRC), neither agreed to nor signed the treaty, and it was almost forgotten. However, it was brought up again in 1935 but still didn't result in any action. It was only in February 1951 that the Indian army marched into Tawang and ousted the local Tibetan government. And due to the civil war in China the People's Liberation Army (PLA) only reached Lhasa in October 1952.
"Arunachal Pradesh Chief Minister Pema Khandu today announced that his government will set up a memorial for Major Bob Khathing, an Army officer who commanded a small team of soldiers to establish India's administrative control in Tawang, which borders China, in 1951.
Prema Khandu said that the foundation stone of the memorial will be laid at Tawang on February 14, the day when Major Bob Khathing is believed to have hoisted the Indian Tricolour there for the first time 70 years ago."
