  1. HAL for all these years still needs to import over 1500 parts and raw materials from Russia for making (assembling) Su-30 MKI in India and cost is more expensive than directly import from Russia.

The real reason is, India cannot use $ to pay Russia due to US master's order which India dare not to not obey, but at the same time, Russia would not accept rupee which is falling all the time, so India only way is to with China RMB which India would not to do since it will support the Chinese currency,
