The central government of China under the Qing dynasty, as well as the Republic of China (ROC) and the People's Republic of China (PRC), neither agreed to nor signed the treaty, and it was almost forgotten. And due to the civil war in China the People's Liberation Army (PLA) only reached Lhasa in October 1952.

UN is a tool, not a master of the world, in 1950, PRC was not a member of the UN, (ROC (TW) was in UN for China), the UN formed UN force consisted of 16 countries led by the US to fight war in Korea , China PRC, was not even a member, China sent PLA to fight the UN force, in just 3 months, kicked the UN force out of North Korea backed to 38 parallel line.

Let me share some history about the quad; it was established to counter China's rise. Do you know what the first quad head meeting decided? It was to have India produce COVID serum. Did it happen? No. Then came the second quad meeting, focusing on high tech, aiming to have India produce chips. Haha! Of course, once again, nothing happened.
