The largest country on earth with the largest stockpile of nuclear weapons. Why wouldn't smaller countries seek to an alliance with more power? People (well, those with small brains, anyway) tends to think this as a boxing match (It's not, it's about deterrence to a potential attacker). It's a comic comparison, but let's try for a minute. Have you got any examples where an athlete weighing 50 kg fights an athlete weighing 100 kg?
