  1. I would need to see more video. The van driver would have to have knowledge that there was a person that they could back over. Without the knowledge that there is a person that they could back over, there can't be an intent to back over the officer. Also, the van doesn't appear to accelerate until the driver is being shot at. Most people would try to get away from gunfire. This doesn't look too good for the officer.
