scasey1960 listen before you start pointing fingers and tooting your own horn. Flood insurance is very reasonably priced and is affordable by most families in average cost homes. In fact I only pay $300.00 per year for 130% coverage, small price to pay for security and comfort of mind. Climate is not just the only cause, in fact most places that flood this bad, are due mostly to rain unless you are within a few miles of the shoreline. The problem is municipalities have relaxed their storm building codes and allow builders and homeowners to create problems by building to much. Adding an addition to your home can change your properties flood characteristics. A small town allowing home owners to expand drive ways with concrete or black top completely changes drainage mechanics in an area. Small towns with poor maintenance budgets that never clear ravines or flood ways. You would be surprised what affects flooding, and by allowing new homes and new communities in an area can completely change flood planes, but towns want the additional population for tax revenue so they stretch building codes to their limits. The biggest problem here in the south is with new home developments that put large structures on smaller property then before. Builders attempt to optimize profits but putting more homes in a development without considering the ramifications from rain, flooding, fire, etc. Look at these new homes over the last 10 years! Look how close they are, how bigger the roofs are, how bigger the driveways are and then think where does all the rain go?
