No. That's not the only thing it will do. And why would US buy canadian oil only to ship it overseas and then buy expensive OPEC oil? It doesn't make any sense.

US produce about 26% of the oil they consume. This is their number one threat of national security. Come the day a group of nations decide to gang up against united states, all they need to do is cut their oil supply. Their strategic oil reserve gives them about a month of time to deal with the situation before their oil runs out (given normal consumption level). I stick to my position: The Keystone pipeline will decrease their interests in the middle eastern region.

Less dependency on middle eastern oil, meaning wars in the region are less incentivized. No, I'm not convinved it will stop further wars, but it is certainly a step in that direction.

No. The tar sand is cleaned and processed before it is put into the pipe line. /wiki/Tar_sand#Transportation_and_refining But your second point seem to be correct. I admit that it was an assumption that the oil was going to be consumed in the states. To me it is a mystery as to why this pipeline would have American support if all it does is allowing canadian oil to slip through to global markets, making it less available and more expensive.
