  3. What part of "minimum 21 years" do you not understand? If you are right that he's never going to be fit for society again, he will indeed spend his entire life in prison. But if he against all odds wake up from his delusion, realize the bitter reality of his crimes, is willing to leave prison and try to live the rest of his days wallowing in shame among people that so despise him, and is able to convince a court that his improvements are genuine, I find no rational reason to deny him.

As Ana explained, he will serve 21 years after which they will make a new evaluation. If he is then considered fit for society he will be let out, if not his sentence will be extended. The reason many experts don't think he will be let out again is because nothing so far suggests that he will ever be fit for society.
