  1. That's not true though. The Clinton administration did in fact sign the Kyoto Protocol, but the ratification was refused by the Senate through the Byrd–Hagel Resolution, because they thought it was unfair that the developing countries were excepted and because they belived it would seriously hurt the US economy. "WTF is this? A proposal that demands more effort from the worlds wealthiest nations than of the poorest, narrowing the gap, exposing US to more competition? This is unacceptable!"
