Bush was right about one thing, you can't stop an international organization by killing one guy, no matter how influential he is. There were probably a lot of important targets out there who had major roles in the organization, but didn't get as much media attention. But logically an organization is fought top down, so it's still indefensible that he knew and cared so little about their top guy.
