  1. The official reason why Zimmerman is not arrested is because they don't have enough evidence to prove that he wasn't acting in self defence.

  2. I agree that in this case it seem quite silly that they need to prove that he was not acting in self defence. It might have something to do with that the person in charge should never have to prove his innocense, only that he is not guilty. But I'm no lawyer, so I honestly don't know.
