  1. No harassing children is not ok, but the definition of "harassing" does not necessarily include standing on public ground taking photographs of kids in the name of the press. The issue is complicated because it's a tradeoff between the freedom of the press and the privacy of the individual. If the law is not designed correctly, it may be used to intimidate real journalists.
