  1. I think Sam Harris is correct that US ultimately has no intention of killing civilians. However in reality the situation isn't this simple. US do not possess perfect weapons and they are aware of this. When US go to war, they know that it will cost civilian lives, yet they proceed because they prioritize their goals. Sometimes they know that bombing an important target is likely to also kill civilians, yet they proceed because they believe eliminating the target is more important than a few civilian lives. So yes, US knowingly kills civilians, not as part of their goal, in fact they rather not, but as a conscious byproduct of their decisions.
