  1. Yes, in a European context France have quite high birth rate, but I wouldn't say the margin is conspicious enough to make a fuz about. Norway, Sweden and UK are not far below france. Also, don't be surpriced if birth rate drops during Hollande's regime.

  2. I'm sorry but France does not have a particularily high birth rate. It's about 12.8% while US is at about 13.7%. Also, there's a clear negative correlation between birthrate and wellbeing. A high birth rate is an indicator of poverty. The better off people are, the less children they produce.
