  2. Graham Fuller, a formerly important figure in CIA, says that while CIA is involved in a lot of covert operations, all of them are at the order of the president. According to him, CIA is not supposed to advice the president what to do, but rather inform him/her what is happening, and follow presidential orders. However, he has noted significant politization of CIA after 9/11. A loophole in their job description is that they could in principle influence presidential decisions indirectly by shaping the president's worldview. A synic would say that the most propagandized person in USA may be the president.
