It is such a circular argument to justify NATO expansion by referring to NATO's own policy (Article 10 of the North Atlantic Treaty), which states that every European nation is a candidate for membership. Also, George Bush 2004: "The door to NATO will remain open until the whole of Europe is united in freedom and in peace"
