  2.  @number5mom  Here's my guess: First of all, developing vaccines and treatments to a new virus takes time. By designing a virus artificially in a lab which could naturally evolve in the future, one could start developing vaccines/treatments in advance. Secondly, it may be in the interest of public health and safety to know how much it would take to create a lethal pandemic pathogen. If it turns out to be easy, it would motivate investment in increasing preparedness.
