I hope he's not saying we should be grateful that it is the human toll that is worse and not the economic toll. I hope means that we should be grateful the economic toll looks to be mild relative to the severe human toll, rather than both tolls being severe. It seems like a delicate but important distinction that he may have failed to communicate.
