Relevant background is that U.S. supported Saddam Hussain's invasion of Iran, provided financial aid, weaponry, intelligence, reconnaissance, special operations training, etc. U.S. was aware that he used mustard gas and sarin in operations they sponsored. The chemical weapons are estimated to have caused about 100 000 direct or indirect casualties. U.S. voted against UN Security Council condemnation Iraq's use of chemical weapons against Iran. U.S. support of Saddam continued after receiving reports of use of chemical weapons against Iraqi Kurdish civilians. To help Saddam fight Iran, U.S. removed Iraq from it's list of State Sponsors of Terrorism. US sold products which may be used in chemical and biological weapons to Saddam right up until 1996, including anthrax bacteria. It was Saddam's invasion of Kuwait against U.S. interest and the subsequent burning of its many oil wells retreat, which upon worsened its relation with Saddam. In other words, U.S. relation with Saddam had very little to do with his treatment of enemies or his own people. It boils down to whether he could be persuaded to apply his cruelty in favor of U.S. interests.
