  2. Regarding signing a treaty with Russia promising not to attack, only defend... How would this in any way comfort Russia. NATO is already arguing that it is exclusively a defensive alliance. Such treaty would have to be accompanied by something more concrete, such as rejection of all offensive weaponry and allowing Russia to verify this.
