  1. Mearsheimer didn't blame Russia. He used the Cuban missile crisis as a historical example to illustrate that no great power accepts that a neighbor forms a military alliance with another great power. His point is that this reality must be considered by NATO (an alliance led by USA) when it responds to the wishes of states (such as Ukraine, neighbor of Russia) to join its alliance. The similar "Turkey crisis" experience by Russia only adds more substance to this argument.
