  1. WEF is often portrayed as a passive actor, bringing leaders together for discussion, from which agenda and consensus emerge. As illustrated here, however, they clearly have an agenda of their own. Are they simply "hoping" as Borge says here, that leaders unite behind this agenda, or are they taking actions to build consensus? One may suspect that education of children and training programs for young global leaders certainly does not hurt them in this regard.
