  1. A terrorist seeks to cause political change by invoking fear using violence or threat. If the perpetrator was after political change it is curious he left us guessing about his motives.

  2.  @Frederick.J.Marshall  Let me guess, the legal definition is more inclusive than text book definition because there is need to apply terror laws swiftly with little information at hand, preferably before the act is carried out and before motives are clear. Assuming this is the case, is it appropriate for media to use this definition when communicating with the public?
