  1. On the one hand, he thinks America overused its military and should focus on managing. On the other hand, he thinks the proper response to 9/11 attacks would have been to knock out Al-Qaeda in Afghanistan and then get out, not stay around for state building or democracy promotion. Seems contradictory.
