Putin surely found the disintegration of USSR tragic, but in the same speech he also described how much Russia shares history, culture and philosophy with Europe and how they have slowly worked and are still working towards becoming more European, more democratic and less corrupt. It's easy to pick and choose.

Isn't the whole idea of terrorism to broadcast brutality and violence in order to provoke a predictable emotional response? Then shouldn't we be very careful not to respond predictably? How surprised do you think Hamas were when Israel responded by bombing them? Was Israel's great plan to bomb them more than they expected?
