@Sana-np5iq you answered it. You live in Bahria town which is a posh area. Which means govt get more taxes from land and properties. Hence better infrastructure and less pollution. So for govt to do things they need money and money comes from taxes which they're not getting enough from the rest 70% area you mentioned. Hence not much development.
