  1.  @Hagop64  in the case of the Second Amendment the whole country does get the same protection from Congress. But that is as far as it goes. Did you read and understand United States v. Cruikshank, 92 U.S. 542 (1875)? I find this part most illuminating, "There is in our political system a government of each of the several States, and a Government of the United States. Each is distinct from the others, and has citizens of its own who owe it allegiance, and whose rights, within its jurisdiction, it must protect." The structure of the United States is complex. Perhaps a civics class may help?

  3. 2A does not pertain to states. We are a republic and states have their own separate authority beyond the federal government. Read United States v. Cruikshank, 92 U.S. 542 (1875) for how that works.
