Two that you know about. There are people out there not interested in all of the red tape associated with spaceflight. But when you go that route you're also breaking the law. So those people tend to keep a low profile because of that.

If you don't launch off the ground you can use a much smaller vehicle and get much higher. I met someone once that claimed they tied a rocket to a balloon and got 3 orbits out of it. I don't know what his rocket weighed but I saw a picture of it being held up by three not terribly strong nerds. Based on what I can recall I'd say it looked about 15 feet long, and probably didn't weigh more than 100 pounds?
