Because they have to use the money in the budget or they loose it... 2:00 you always need spare vehicles for when the in use vehicles go in for service.. or get into an accident.. or are decommissioned do to age or mileage... You wouldn't sell new ones.. you would sell the old ones... with the highest mileage.... like my 2014 f150 with 168k on it..
