ADH (antidiuretic hormone) was suppressed by alcohol inhibiting water retention causing an urge to urinate, and consequent dehydration. Note: He had two waters at the bar in addition to drink(s). He may have had to relieve himself urgently at the river bank. He lost balance, card flew out of shirt pocket, and he tumbled into the river. Note: he crossed the street from '32' bar and attempted to enter a bar there(!). The card was in his shirt pocket for easy access. It's possible he suffered a brain epidural hematoma from the bad fall worsening poor cognition. But it seems heavy alcohol intoxication can explain all as he had NO IDEA how to start back to the hotel, right out of the bar.

News said he and his group visited at least TWO bars BEFORE the '32' bar. AND an eatery before that(?). Even after ejection from '32,' supposedly he crossed the street and attempted to enter a bar there(!).

That much alcohol suppresses brain ADH, antidiuretic hormone. This causes the kidney to eject water, stimulating urination and causing dehydration. Note, bar served him a drink plus 2 waters. It's likely he ducked off the sidewalk to relieve himself out of sight of police or whatever. There he stumbled, credit card in shirt pocket went flying out as he falls or rolls into the river.
