Looks like they wait for a surrender (?) the deal was still "Donbas and luhansk" (recently).  Seems much smarter IF zelenskyy had surrendered AND THEN created 12 billion $ missile human shield bubble-boy shield... 3/4 country? "100 million damage" , i estimated Biden's failed infrastructure must've cost 400 million in business loss estimate, day 3 the promises were phony, WE need VOTING REFORM! Zelenskyy claimed around 73% vote??? i hope we get the freakshow gone on election day
