  3.  o.  If you wanted to give the middle class and lower income families real "tax cuts", all you have to do is refine the tax code to make sure THIS TIME the middle class and lower income Americans get massive tax cuts while the ultra wealthy have marginal tax rates based on the billions and billions of dollars they make.
