It's literally their only deterrent left against the genocide being carried out against them. The message is "Keep massacring us and we'll make sure your primary export is fucked". Sounds pretty fair if you ask me. If it was the US getting massacred, we would've sent all 1,500 of our nukes already and indirectly started a nuclear winter.
