I think that's one of the best things he does. It lets everyone know that Bernie has far more to say than the moderators are letting him. If the moderators ignore him for too long while Bernie has his finger up, the bias against him is so transparent. It also forces them to call on him more, when we all know they likely wouldn't call on him at all if he didn't do that, unless it was just to say "you're old and had a heart attack, why should anyone vote for you?"

It's part of his strategy. You can tell he's almost forcing himself to remember to say it at this point. Look at it from the lens of a Biden supporter.
