This is not hard to understand, all you need to do is look at how the success of the original New Deal led to a golden age of economic expansion, that New Deal did not come without an initial price tag either. If you want to know how he plans to pay for it in the short-term (until it completely pays for itself), he explains all of it if you would just give a shit to listen. It's done through a combination of tax reform on corporations, new taxes, fees and litigation against fossil fuels companies, some of the most wealthy corporations in the world, cuts in military spending related to U.S. reliance on oil, and savings across the economy. Not to mention 16 Trillion dollars is not going to be spent in full up-front, but collectively over the next couple of years while it's being implemented. This means that it will start paying for itself long before the infrastructure plan is completed and will slowly but steadily begin offsetting the cost altogether.
