  1. In 1997, America gave security guarantees and demanded the return of intercontinental ballistic missiles to the current aggressor state, Russia. But America could not guarantee the country's promised security. Now it demands that the victim hand over valuable resources and informs the aggressor state in advance that it can keep the stolen land for itself and that the rest of Ukraine is no longer under America's protection. So that's what it's mean by "We make America great again."
